Between 13-17 November 2023, a delegation will visit the UK comprised of members of the Philippine Congress, government officials (who are members of Philippine Creative Cities Council) and the National Commission on Culture and the Arts. The visit will focus on understanding the policy environment and ecosystem for the creative industries in the UK, particularly how the UK government supports the sector to innovate and reach the sector’s growth potential. The goal is for this delegation to learn, reference and draw from the UK strategies, models, and practices to inform government-wide support for the implementation of PCIDA. It is expected that by the end of this visit, this delegation would have identified priority and programme areas in creative industries that the Philippine government would support in terms of government functions, policies, and funding.
We are looking to appoint a UK consultant who will act as workshop facilitator and report writer and analyse the discussions held by the delegates. They will devise a system for the delegates to note their points of interest, present a 15-20 synthesis at the end of day one and will moderate the last session on the second day, which aims to synthesize the learnings of the group and create a plan for what they will pursue as part of the implementation of Philippine Creative Industries Development Act.
The supplier will need to capture the crucial points of the conversations, particularly the UK government policies, strategies and priorities on creative economy and industries, their relevance to the Philippines and action points for the delegation. The supplier will also be given notes from day three and four of the delegation's time – in a format recommended by the supplier – then complete a report with recommendations for next steps, as well as recommended activities and meetings for the second batch of delegation, following the agreements forged or discussions initiated by the first batch of delegates.
